										<content:encoded><![CDATA[<p>Abfallwirtschaft Rems-Murr has been fitting electronic RFID chips to roughly 390,000 wheelie bins and 9,000 larger containers across the Rems-Murr district, a programme scheduled to complete by the end of June 2026. It spans 31 towns and municipalities over about 860 square kilometres, near enough 332 square miles, and it exists to retire a piece of paper. From 1 January 2027 the waste fee sticker that residents currently buy and stick on the bin will no longer be needed.</p>
<p>The container work was contracted to c-trace GmbH of Bielefeld, a specialist in waste logistics systems whose transponders are already fitted to millions of bins across Germany. Chips have gone onto residual waste, biowaste and waste paper bins and containers. Yellow bins are excluded, because they belong to Remondis Sud GmbH under the dual system rather than to the district.</p>
<h2>What is actually on the bin, and what AWRM has not said</h2>
<p>AWRM has been precise about the data and quiet about the radio. The chip holds a single 16-digit identification number and nothing else. No name, no address, no fill level, no collection history. The number is meaningless outside AWRM&#8217;s own internal system, which is where the mapping from identifier to property and account actually lives. That is the right architecture for a scheme like this and it is worth stating plainly, because &#8220;chip on your bin&#8221; reliably generates a surveillance story in the local press.</p>
<p>What AWRM has not published is the air interface. There is no statement of frequency anywhere in its material, and guessing one would be irresponsible. What can be sourced is that c-trace states its bin chips are standardised to EN 14803 and DIN 30745, the European and German standards for waste container identification. DIN 30745 is the interesting one, because it sets out transponder positions on the container, the data content and the operating range, and it explicitly covers two bands: below 135 kHz, and 868 MHz.</p>
<p>Both are therefore permitted, and both are in the field. German kerbside bin identification grew up on low frequency, with a read-only transponder moulded into or bolted onto the bin comb, running at 134.2 kHz using FSK and half duplex, closely related to the animal identification chips of ISO 11784 and ISO 11785, read by an antenna built into the lifter comb at very short range. The newer path is passive UHF at 865 to 868 MHz in Europe under ISO 18000-63, better known as EPC Gen2 or RAIN RFID, which buys range and read rate at the cost of being much fussier about metal, water and the reflective steel box you are bolting it to. c-trace&#8217;s own documented history sits on the low frequency side: a reference project with antenna house ubisys covers a 125 kHz reading system and a 13.56 MHz reading antenna developed for the c-trace antenna head. That is background on the supplier, not a statement about Rems-Murr. Until AWRM or c-trace publish it, treat the frequency for this deployment as unknown.</p>
<h2>The read at the lifter is the whole system</h2>
<p>Frequency matters here for one reason, and it is not spectrum politics. From 1 January 2027 that 16-digit number becomes the billing key. Whatever happens at the lifter is what ends up on the annual notice.</p>
<p>A bin presented at the kerb gets perhaps a second and a half in the lifter&#8217;s grip on the upstroke. In that window the transponder has to enter the antenna field, energise, transmit its identifier and be decoded, while the hydraulics are running, another bin may be a metre away on the same lifter, and the reader is bolted to a diesel vehicle that spends its working life vibrating. Low frequency systems buy their reliability by being deliberately short range, which sounds like a weakness and is in fact the point. If the read zone is a few centimetres around the comb, the only tag you can physically read is the one in the lifter, and cross reads become close to impossible. UHF gives you a read at a metre or more and a far faster inventory, but you then have to work to exclude the neighbour&#8217;s bin, the bin still on the pavement and the tags on the truck itself, usually through power control, antenna shielding and filtering logic.</p>
<p>The cost of a missed read is asymmetric and worth spelling out. A bin lifted but not read is, as far as the system is concerned, a collection that never happened. Under a lift-count or volume charge that is revenue the authority simply never bills. Under a complaint it is worse: the resident says the bin was out, the crew says it was not, and with no recorded read there is nothing to arbitrate with. Verified round data is precisely what operators elsewhere are buying RFID for, as with <a href="https://www.rfidnews.co.uk/2026/05/14/wastevision-ai-introduces-rfid-route-verification-to-help-haulers-prove-contract-compliance/">RFID route verification used to prove contract compliance</a>. A false read is worse again, because it bills the wrong household and stays invisible until somebody queries it. This is why bin identification schemes live or die on read rate at the lifter rather than on anything in the back office, and why the authorities that get it right instrument the miss rate as a route-level KPI from day one.</p>
<p>The flipside is that a per-bin identifier plus a timestamped record of the lift is exactly what makes the sticker redundant. The sticker was only ever physical proof of payment that a crew could check by eye. Once every bin carries a unique number and every lift is logged against it, entitlement becomes a database lookup rather than a visual inspection, and the paper stops carrying any information the system does not already hold.</p>
<h2>250,000 stickers a year, and one bill instead of two</h2>
<p>AWRM puts the direct saving at roughly 250,000 fee stickers a year that no longer need printing, distributing and applying. It also expects the chips to cut misuse and theft, the familiar business of bins being borrowed, quietly moved between properties or presented by people who have not paid for the service, and to give it precise round data so that complaints about missed collections can be settled against a record rather than a memory.</p>
<p>The billing change is the part residents will actually notice. Stickers remain required throughout 2026. From 2027 the base fee and the collection charge consolidate into a single annual notice. That is a genuine administrative simplification, and it is also why the read reliability question is not academic: the identifier becomes the only thing standing between a lift and an invoice line.</p>
<h2>Timeline and scale</h2>
<p>Fitting began in October 2024 in Maubach, used as the pilot area, and ran on through spring 2026. The closing municipalities were scheduled tightly on top of one another: Kernen from 14 to 24 April 2026, Fellbach from 20 April to 15 May, Waiblingen from 11 May to 12 June, Korb from 8 to 19 June and Schwaikheim from 8 to 12 June. <p>At 390,000 bins across 31 municipalities this is one of the larger single-district bin tagging programmes in Germany. For scale from a different market, <a href="https://www.rfidnews.co.uk/2026/08/26/san-diegos-rfid-bin-programme-231178-tagged-carts-and-reading-them-is-still-a-pilot/">San Diego has 231,178 tagged carts and is still running the reading side as a pilot</a>, which is a useful reminder that fitting the tags and reliably reading them are two separate projects on two separate timelines.</p>
<p>So the number worth watching is not 390,000. It is the read rate AWRM reports across its first full billing cycle in 2027, because that is the figure that tells you whether the sticker was genuinely replaced or merely removed.</p>
