Identiv, Inc. has been awarded a $1.618 million contract by the US Department of the Treasury to deploy its Velocity Physical Access Control System across Internal Revenue Service facilities nationwide.
The contract, placed as a delivery order through the GSA Federal Supply Schedule, covers the rollout and support of Identiv’s Velocity PACS platform, an enterprise-grade system that manages building entry and restricted-area access using RFID-based smart credentials.
What is Velocity PACS?
Velocity is Identiv’s flagship physical access control platform, built for large-scale government and enterprise environments. The system pairs RFID and smart card readers installed at doors, gates, turnstiles, and secure zones with a centralized management platform that handles credential authentication, access permissions, and real-time event monitoring.
For federal agencies, Velocity is designed around PIV (Personal Identity Verification) card authentication. These government-issued smart credentials operate at 13.56 MHz and carry cryptographic certificates that the system verifies in real time before granting access. Velocity also supports multi-factor authentication, combining the RFID card tap with PIN entry or biometric verification for areas requiring higher security clearance.
Why the IRS Needs Nationwide Access Control
The IRS maintains a sprawling network of facilities across the United States, from taxpayer assistance centers and submission processing sites to computing centers and regional offices. These locations handle vast quantities of sensitive personal and financial data, making robust physical security not just advisable but federally mandated.
Under HSPD-12 and FIPS 201, federal agencies are required to implement PIV-compliant access control across their facilities. A nationwide Velocity deployment gives the IRS a single, unified platform for managing physical access at every site, replacing what was likely a mix of older or site-specific systems that had grown difficult to manage and audit at scale.
Contract Structure and Potential Growth
The contract was signed on June 18, 2025, with an initial performance period running through June 19, 2027. The current obligated amount stands at $1,618,560, but option periods could extend the contract through June 2030 with a potential total value reaching $5.55 million.
This phased structure is typical for large federal PACS deployments, where agencies roll out core sites first and exercise options to expand coverage, add ongoing maintenance, and incorporate system upgrades over time. Of the funds obligated so far, approximately $610,400 has already been spent, indicating that deployment work is actively underway.
Identiv’s Federal Security Position
The award was competed as a full and open small business set-aside. Identiv, headquartered in Fremont, California, qualifies as a US-owned small business manufacturer, a classification that positions the company favourably under federal procurement programs prioritizing domestic suppliers.
Identiv has established a strong foothold in the US government security market through its smart credential and RFID product lines, which span HF and UHF RFID inlays, NFC tags, and PIV smart cards for both physical and logical access. This Treasury contract reinforces the company’s standing as a key vendor for federal physical access control as agencies continue modernizing their security infrastructure.
