SuperCom Signs and Launches Norway’s $6.1 Million National Electronic Monitoring Contract

SuperCom has signed and launched Norway’s national electronic monitoring contract with the country’s Prison and Probation Service, marking a major win that displaces a 20-year incumbent provider. The deal, which carries a customer-published budget of $6.1 million, extends SuperCom’s footprint across all five Nordic countries.

The contract value ranges from $1.8 million in the base case to $6.1 million depending on expansion programs and the deployment of additional monitoring units beyond the initial rollout. SuperCom plans to deploy approximately 1,000 units as part of the project, including its PureOne GPS tracking devices, PureCom house-arrest monitoring equipment, and potential future additions such as facility tracking and PureTrack GPS technology.

SuperCom secured the contract after achieving the highest technology score and overall competitive score in the Norwegian government’s RFP process. The win is particularly notable given the long tenure of the previous provider, underscoring the strength of SuperCom’s offering in the electronic monitoring space.

CEO Ordan Trabelsi described the contract as “a significant strategic milestone” for the company. “Winning the national contract in Norway demonstrates SuperCom’s ability to compete and win at the national-government level across an entire region,” he said, pointing to what he called the company’s “strong international momentum, including more than 20 national project wins across Europe in recent years.”

The Norway deal adds to a growing portfolio of government contracts for SuperCom, which now operates electronic monitoring programs in Denmark, Sweden, Finland, and Iceland alongside its new Norwegian deployment. This Nordic-wide presence positions the company as a dominant player in the region’s justice technology sector.

Beyond Europe, SuperCom has been expanding aggressively in the United States, securing over 40 new contracts since mid-2024. The company reported trailing-twelve-month EBITDA of $10.3 million, reflecting steady financial performance as it scales its monitoring and tracking solutions globally.

Electronic monitoring technology, which relies on GPS tracking and RF-based house-arrest systems, has become an increasingly important tool for correctional services worldwide. These systems offer governments a cost-effective alternative to traditional incarceration while enabling real-time location tracking and compliance monitoring of individuals under supervision.

SuperCom’s PureOne and PureCom product lines represent the company’s core hardware offerings in this space, combining GPS positioning with cellular connectivity to deliver continuous monitoring capabilities. The addition of PureTrack GPS in potential future phases of the Norway contract could further extend the system’s reach into facility-based tracking applications.
