Case Study: Singapore’s National Library Board – RFID at National Scale

When Singapore’s National Library Board (NLB) began tagging millions of library items with RFID in 2002, it became one of the earliest and most ambitious national-scale RFID deployments anywhere in the world. More than two decades later, the project remains a benchmark for how high-frequency RFID can transform public services at scale.

The Challenge

By the early 2000s, NLB operated a network of more than 25 public libraries serving a population of over four million people. The system handled tens of millions of loans each year, and barcode-based checkout was creating bottlenecks at service counters. Staff spent a disproportionate amount of time on routine transactions rather than helping patrons or curating collections. NLB needed a solution that could speed up borrowing, reduce queues, and free staff for higher-value work.

The Solution: HF RFID Across the Network

NLB selected 13.56 MHz high-frequency (HF) RFID, compliant with ISO 15693, as the backbone of its new system. Every item in the collection received an RFID smart label, a thin inlay embedded in or adhered to books, CDs, DVDs, and other media. Unlike barcodes, these tags could be read without line-of-sight and multiple items could be processed simultaneously.

The rollout covered the entire national library network. Self-checkout kiosks were installed across all branches, allowing patrons to borrow multiple items in a single tap. Automated book drop stations used RFID readers to identify returned items instantly, feeding them into sorting machines that categorised materials by branch, genre, or shelf location. This level of automation was groundbreaking for a public library system at the time.

Results and Impact

The results were significant. Self-service adoption rates climbed above 95% at many branches, dramatically reducing wait times. Staff who had previously spent hours scanning barcodes and manually sorting returns were redeployed to reader engagement, programme development, and community outreach. The automated sorting systems processed returned items far faster and with fewer errors than manual handling ever could.

From an operational standpoint, RFID also improved inventory accuracy. Handheld RFID readers allowed staff to conduct shelf audits in a fraction of the time required by traditional methods. A full inventory check that might have taken weeks with barcode scanners could be completed in days, helping NLB maintain tighter control over its collections and reduce losses.

Why It Matters

Singapore’s NLB deployment proved several things that the broader RFID industry took note of. First, it demonstrated that HF RFID could be deployed reliably at national scale, across dozens of sites and millions of items. Second, it showed that the return on investment for library RFID was not purely financial. The gains in patron experience, staff productivity, and collection management justified the significant upfront cost of tagging and infrastructure.

The project also highlighted the importance of standardisation. By adopting ISO 15693 and later aligning with the Danish Data Model for library RFID, NLB ensured interoperability and future-proofed its investment. Other national library systems, including those in Denmark, the Netherlands, and Australia, followed similar paths in subsequent years, often citing Singapore as a reference case.

A Lasting Legacy

More than twenty years on, NLB continues to refine its RFID infrastructure. The core principles established in the early 2000s still hold: tag every item, automate routine transactions, and redirect human effort toward services that genuinely need a human touch. For any organisation considering RFID at scale, Singapore’s library system remains one of the most compelling case studies in the technology’s history.
