New RFID Implementations, Hardware and Tags

The Nigerian Civil Aviation Authority (NCAA) has set out plans to introduce RFID baggage tracking at Nigerian airports, replacing barcode bag tags with radio frequency tags read automatically as luggage moves through the baggage handling system. Michael Achimugu, NCAA Director of Public Affairs and Consumer Protection, said the initiative is intended to “eliminate increasing spate of luggage delays and missing baggage experienced by passengers”, and that passengers would be able to track their bags “from check-in to arrival at destination, real time”.

The plan was presented at a stakeholder forum in Lagos on Tuesday 11 August 2026, attended by domestic airlines, aviation service providers and the Federal Airports Authority of Nigeria (FAAN). Minister of Aviation and Aerospace Development Festus Keyamo has approved the initiative and directed the relevant agencies to review it and report back.

Why barcode falls over and RFID does not

Achimugu framed baggage problems, short-landed, missing, lost or destroyed luggage, as the industry’s second biggest source of passenger complaints after flight delays. That is the classic case for RFID at the bag tag. Airport baggage systems run on UHF RAIN RFID at 860 to 960 MHz, with the inlay laminated into the printed bag tag itself, so nothing changes for the passenger at the check-in desk. The difference is on the belt. A barcode scanner needs optical line of sight to the printed label, and a tag that has flipped, folded under a strap or been buried against another bag simply does not read. Every miss becomes a manual encode station, or a bag going the wrong way.

A RAIN RFID portal reads through cases and soft luggage at any orientation, at conveyor speed, with no operator involved. The technology is proven at scale: Hong Kong International was an early mover, Milan Malpensa built RFID into its sortation, Aruba deployed it airport wide, and Delta Air Lines rolled RAIN RFID baggage tracking across its US network with fixed portals and bag tracking in the passenger app.

IATA Resolution 753 is the real driver

The NCAA has explicitly tied the move to IATA Resolution 753, which requires member airlines to maintain an accurate inventory of baggage by tracking it at four points: acquisition from the passenger, delivery to the aircraft, transfer between flights, and arrival at destination. Resolution 753 is technology neutral and can be met with barcode scanning, but RFID is the pragmatic way to hit it consistently without adding headcount, because the read happens whether or not anyone remembers to scan.

Tags are the cheap part

Disposable RAIN RFID bag tag stock costs meaningfully more than plain thermal barcode stock, and at national volumes that consumable line is what airlines will argue over. It is also the smallest part of the bill. The capital cost sits in fixed reader portals at induction, sortation, transfer and make-up positions, handheld readers for ramp staff, cabling and power along the baggage handling system, and above all the back end. Tag reads are worthless unless middleware maps each EPC to a licence plate number and pushes events into departure control, the baggage reconciliation system and baggage messaging, so the data reaches the airline, the ground handler and the passenger. A multi airport, multi airline scheme also needs FAAN, the carriers and the handlers to agree tag encoding and data sharing, which is governance as much as procurement. The trade off airlines run is per bag tag cost against the cost of mishandling: courier delivery, compensation, staff time and the complaint numbers NCAA wants to bring down.

Planning stage, and worth saying so

Nothing has been bought. No technology vendor has been named, no airports designated for a first phase, and no timeline, budget or funding model published. This is a policy announcement with ministerial approval to proceed to review, a real step but not a rollout. It would be the first RFID baggage tracking deployment in Nigeria, and sits alongside other modernisation work including FAAN’s V-Pass biometric system and Customs cargo scanners at Nnamdi Azikiwe International Airport.

The signal to watch for is a Request for Proposals, or a named pilot airport with a phase one scope. Until then the questions that decide whether a scheme like this works, tag encoding, portal placement, middleware ownership and data sharing between agencies and carriers, remain entirely open.
