Kreiswerke Barnim replaces paper waste-fee stickers with RFID-chipped bins

Barnimer Dienstleistungsgesellschaft mbH (BDG), the waste collection arm of the municipal utility Kreiswerke Barnim, spent 2023 fitting RFID transponders to roughly 183,000 wheeled bins across Landkreis Barnim, a district in Brandenburg immediately north-east of Berlin. On 1 January 2024 the container identification system went live, and from that date the crews empty chipped containers only.

What the chips replaced was paper. Each year householders received a coloured Abfallgebuehrenmarke, a waste fee sticker, and fixed it to the bin as visible proof the annual charge had been paid, with loaders checking the colour by eye at the kerbside. Those stickers stayed valid to the end of 2023, so collections were guaranteed while the fitting programme ran.

BDG calls the chipping step a Hochzeit, a wedding, between the container and the property it serves. Once the tag is fitted and linked, the bin belongs unambiguously to one address and one collection rhythm, which closes off what the sticker system never quite could: a bin at the kerb that nobody has paid for.

Fee payers got about two weeks’ notice by letter, with identification labels to fix to the lid of each container before presenting the bin. An orange transponder was seated in the moulding under the front handle rail, and older containers with no chip nest were exchanged free of charge. A new side label carries the container number, the property address, the container size and type, a barcode and a QR code for BDG’s customer portal, where residents view billing statements and book bulky and electrical waste collections. Crews bound each transponder to its container number with barcode scanners, and the vehicles carry readers that lift that number off the tag at every emptying.

What is actually stored on the tag

Less than people assume. The transponder holds the container identification number and nothing else, with no personal data on the chip. The address, the fee record and the round live in BDG’s back office, and the number read at the lifter is only the key that points to them. That answers the data protection question which always arrives first at a public meeting.

The tag is designated R134HT. BDG describes it as a high-grade standard chip, tamper-proof, with a very high read rate and a long service life. It is fully passive, so it needs no power source of its own and no maintenance, and external sealing makes it resistant to water, chemicals and mechanical stress. That matters when the device spends a decade being swung into the back of a lorry.

Why this runs on LF rather than UHF

The R134HT is a low frequency transponder built to the German BDE bin transponder convention at 134.2 kHz, and the 134 in the part number is the clue. That looks like an oddity to readers who have watched retail, logistics and aviation converge on UHF and RAIN RFID, but German municipal waste has stayed put for sound engineering reasons.

At 134.2 kHz the coupling is inductive and near field. The read happens over a few centimetres, between a tag in the handle rail and an antenna on the lifter arm, which is precisely the geometry a refuse vehicle presents. LF is also largely indifferent to what wrecks a read at a bin: wet plastic, caked dirt, the moulded container body and the mass of steel it is swung past. Stray reads from the next bin along are not a design problem, because there is barely any range to stray with. Do not try to infer the frequency from a standard number, either. EN 14803 and DIN 30745 are both routinely cited in bin identification specifications, and both cover sub-135 kHz and 868 MHz.

What other authorities can take from it

Tino Pompetzki, operations manager at BDG, said at the time that waste disposal in the district would become more digital, more optimised and more transparent, in a German statement paraphrased here rather than quoted.

Stripped of the launch language, the return is straightforward. Every lift is logged against a container number, so revenue is protected and a disputed collection becomes a database query rather than an argument on the doorstep. The longer term prize is optionality: once every container is individually identified, lift-based or weight-based charging becomes a configuration decision rather than a rebuild. Barnim has not taken that step, but the infrastructure would carry it. Comparable schemes appear in our waste management coverage.
