What the rule requires
Puebla's mobility law requires motorcyclists to carry an RFID and QR identification tag on their helmets, but placement has been paused while legislators review it. One option under study is moving the chip from the helmet to the motorcycle, which would change what any supplier would deliver.
Status: Suspended since Aug 2026; law not repealed; under review
What it means for RFID
The Ley Casco tag is an adhesive identifier for motorcycle helmets that combines a passive RFID chip with a QR code, linked in the state's records to the vehicle registration and the rider's licence. RFID News reported in July 2026 that 40,000 free devices were to be distributed through 22 government service centres, with readers on the state's overhead security arches feeding its C5 command centre. Puebla has not published the chip's frequency.
Distribution has been suspended since August 2026 and the law is under review, though not repealed. Moving the chip from the helmet to the motorcycle would change the product: we noted in August 2026 that a tag on the machine would sit next to a steel frame and engine, which in practice means an on-metal tag, a dearer part and a fussier fit.
The next date is 10 November 2026, the review meeting between legislators and riders.
