Ghana’s Driver and Vehicle Licensing Authority (DVLA) is preparing to launch one of West Africa’s most ambitious RFID-based vehicle identification programmes. With system upgrades scheduled for completion by July 31, 2026, and a government vehicle pilot set to begin on August 1, the programme will embed passive UHF RFID chips into every new number plate issued in the country.
The core technology centres on an RFID inlay integrated directly into each plate during the embossing process. Authorised security agencies equipped with handheld or fixed RFID readers will be able to interrogate a plate and instantly retrieve the associated vehicle record from the DVLA’s central database. This capability has direct applications across criminal investigations, electronic toll collection, speed monitoring, and general traffic law enforcement.
Centralised production is a critical design decision. Every plate will be manufactured through a single controlled system linked to the DVLA database, with vehicle information verified before embossing begins. This approach directly targets the persistent problems of plate cloning and illegal embossing operations that have undermined vehicle identification in Ghana for years.
The database architecture extends well beyond the DVLA itself. The system will integrate with the Ghana Highway Authority’s toll infrastructure, the National Insurance Commission’s motor insurance records, the Ghana Police Service, and the judiciary. For law enforcement, this means a single RFID scan at a checkpoint or toll plaza can surface insurance status, ownership history, and any outstanding legal proceedings tied to that vehicle.
DVLA CEO Julius Neequaye Kotey has stated that the initiative aims to strengthen Ghana’s vehicle identification process and reduce revenue leakages associated with vehicle registration.
The redesigned plates also introduce physical security improvements. The traditional year suffix is being replaced by a unique vehicle identification number paired with regional and zonal codes. Reflective materials and standardised fonts improve readability for both human officers and automated licence plate recognition systems. Redesigned Defective Vehicle and Temporary plates will also be introduced to close loopholes in the current system.
An additional fraud prevention measure targets the registration process itself. When agents register vehicles on behalf of owners, a verification code is sent directly to the owner’s mobile phone. Registration cannot proceed without this confirmation, eliminating a common route for fraudulent registrations.
The rollout follows a phased timeline. After the July 31 system upgrade deadline, government vehicles enter the pilot phase from August 1. Registration of previously unregistered vehicles opens on September 1, 2026. The full nationwide re-registration exercise then runs from January 1, 2027, through December 31, 2028, giving vehicle owners a two-year window to transition.
There is a mandatory onboarding requirement for existing vehicles. Any vehicle registered before 2023 must have its records migrated onto the new digital platform before the nationwide re-registration period begins. Owners who fail to complete this step will be unable to obtain registration documents or participate in the re-registration exercise.
Ghana’s programme joins a growing list of national RFID vehicle identification deployments, but its integration depth, connecting plates to insurance, police, toll, and judicial databases through a single scan, positions it as one of the more comprehensive implementations currently in development.
